The edits that you make are immediate (unless they affect values associated with the initial campaign start) and you don't need to restart your campaign afterwards.
For this alone we owe them a debt of gratitude. In general, INI editing is the easiest form of program modification, and JohnnyLump and the dev team have exposed dozens, if not hundreds, of settings to the player so they can modify the game to their heart's content. It is all you really need know to modify your Long War installation.
